Even city districts only a few years old need renewal. Therefore, ElectriCITY Innovation’s experiences can be valuable in Norra Djurgårdsstaden, which was built about twenty years after Hammarby Sjöstad.
BACKGROUND
In Hammarby Sjöstad, ElectriCITY Innovation has developed a model for citizen initiatives based on a grassroots perspective. This model, grounded in research and experiences in sociology, pedagogy, psychology, technology, and economics, aims to engage residents in the transition to a sustainable society. In Hammarby Sjöstad, the focus has been on energy efficiency and activating more housing cooperatives in environmental efforts. The work serves as an example of how citizens and businesses can contribute together to the climate transition.
Through the project “Citizen Engagement as a Platform for Reducing Climate Impact,” the model developed in Hammarby Sjöstad has been tested in collaboration with citizens and local property owners in Norra Djurgårdsstaden.
GOALS AND PURPOSE
The purpose of the project is to further develop, document, and scale up the citizen initiative model from Hammarby Sjöstad and strengthen the relationships among residents within a neighborhood, in this case, Norra Djurgårdsstaden. The goal is to disseminate this method and approach to other districts and municipalities through collaboration and partnerships with organizations from various sectors.
IMPLEMENTATION AND RESULTS
In Norra Djurgårdsstaden, around ten housing cooperatives from both older and newer parts of the district have participated in identifying the energy-saving measures needed in Norra Djurgårdsstaden.
Energy surveys, known as Eco-drives, have been conducted with the cooperatives to identify further energy-saving potential in the buildings. A working group focused on discussing energy efficiency has also been established.
A digital resident platform in the form of an app has been developed and tested to facilitate communication and strengthen cohesion among the housing cooperatives in Norra Djurgårdsstaden.
A handbook to help housing cooperatives reduce their energy and climate impact has been created. Additionally, a digital resident platform (Local Life) has been developed and tested to facilitate communication and strengthen cohesion among the housing cooperatives.
The project has also provided ElectriCITY Innovation with an opportunity to test the successful method used in Hammarby Sjöstad in a different neighborhood, revealing both challenges and opportunities in engaging residents and housing cooperatives.
The idea is that the project’s focus on energy improvements will eventually expand to other areas, such as logistics and transportation (including electric vehicle charging), circular economy, and urban gardening. However, in this project, the primary focus has been on measures to improve the energy use of properties, thus saving money for the residents.

Energy Audits in
Norra Djurgårdsstaden
The work in Norra Djurgårdsstaden began with energy audits of the buildings. Willy Ociansson, who has been working with energy issues since the 1970s and is one of Sweden’s leading energy consultants, conducted a thorough review of several housing cooperatives to identify energy inefficiencies. Both minor and major faults and issues were discovered, including uninsulated attics and heating coils that were running in the middle of summer.

The goal is to spread the method to other neighborhoods through collaboration and partnerships with organizations from various sectors.
During the project, the Hjorthagen Interest Association in Norra Djurgårdsstaden (HIND), together with ElectriCITY Innovation, has organized several energy meetings, where representatives from housing cooperatives in Norra Djurgårdsstaden have had the opportunity to meet and exchange experiences. Experts in the energy field have also provided tips and inspiration for ongoing energy efficiency efforts.
Inspiration for Working with Energy Issues
The method for creating engagement in energy efficiency work among housing cooperatives, which was developed in Hammarby Sjöstad and is now being used in Norra Djurgårdsstaden, has been documented and turned into a simple handbook. The handbook is intended to motivate energy efficiency improvements and the resulting savings, and is being offered to other neighborhoods, municipalities, and engaged citizen groups.
